Support to Pilot E-government Services for Government of Albania

Objective:

To survey and design Government E-mail services and Intranet by replicating Italy’s best practices and specific applications, adapted to the Albanian context and enhance ICT capabilities in government ministries by providing IT training to IT personnel.

Description:

The “e-Government for Development Initiative”, announced in April 2002 at the International Conference “e-Government for Development” in Palermo, promotes the start up and the implementation of e-Government projects in the beneficiary nations. Albania is one of the countries participating in the initiative and its Government has requested support in the implementation of e-government projects, linked to its National ICT Strategy and public sector reform programme.

In fall of 2004 UNDP Albania and the office of the European Commission in Tirana joined forces for implementation of the Government Electronic Network Project at a request of the Albanian Department of Public Administration (DOPA). The Project was launched in mid-September of 2004, and focuses on establishing a central-level high-speed and secure network (GovNet) and infrastructure for centrally-managed Government electronic services. Moreover, building on the above infrastructure, the Government of Italy will provide e-mail and other network-enabled applications and services, to be deployed within the framework of the Italian “e-Government for Development Initiative”.

Outputs:

• Terms of Reference and recommendation for E-mail service are produced;
• A study for implementing a Government Intranet is produced
• Strengthened capacity of DOPA to lead ICT planning and Central Ministries to manage ICT systems including training of the main IT personnel in line-ministries;
• Improved accessibility of central Ministries – generated information for local Government and the general public;
